The purpose of this study is to find out the factors that cause children to commit theft, how to apply restorative justice to crimes committed by children and what the future concept will be so that the diversion process runs properly. The method used is normative juridical through a statutory approach. The legal materials consist of the 1945 Constitution, Law Number 11 of 2012 concerning the Juvenile Criminal Justice System, Secondary materials consist of books, journals related to research. The data processing technique is obtained from primary and secondary legal materials which are processed in such a way as to be used as material to be studied. The finished data analysis is carried out as an effort to find and organize systematically in order to increase understanding of the subject matter studied. The purpose of research in the form of a blended learning process is to train and prepare students as professional teacher candidates using a blended learning-based learning process, namely face-to-face learning and e-learning. The form of research used in this research is qualitative research with a descriptive method. Based on the results of the study, it can be concluded that by applying blended learning to students in semester 6 of PPLK 1 courses, the PPKn Study Program, the learning process can be said to be successful and give a positive response to blended learning. The results of this study make students not feel that the learning process is monotonous and good. The results obtained in this study are that the teacher has made an effort to apply disciplinary attitudes quite well by providing a positive attitude to students, applying appropriate rules and sanctions for students, implementing interesting and fun learning for students. While the factors that affect the inhibition of the teacher's efforts in implementing disciplinary attitudes to improve student learning achievement are mainly influenced by two factors, namely internal and external, where internal originates from within the student itself, such as will, habits, physical and psychological factors. The comparison between the two countries is viewed from the political approach of the government. The aim is to find out how to handle the crisis in two countries that have different political and governmental systems. The main finding of this study is that countries with communist (centralized) forms of government have better command and coordination, compared to democratic (decentralized) countries when facing a crisis, in this case study COVID-19. This paper is a qualitative research with data collection techniques is literature study. There are differences in responses that have an impact on handling in Indonesia and Vietnam. This difference in handling is related to the centralized system of communism or one command that makes clear and firm instructions in dealing with COVID-19 so that victims can be minimized. In contrast to Vietnam, Indonesia as a decentralized democracy has a slow pace and different policies between the center and the regions. And what are the factors that affect the performance of public services at the harbor and port authority office (KSOP) class IV Bagansiapiapi. The data analysis used is descriptive qualitative analysis recommended by Miles and Huberman (1992), namely: Data Reduction, Data Presentation, and Conclusions and Verification of Results. Data collection techniques with observation, interviews (structured and in-depth with informants), and documentation. The results of the research show that the Performance of Public Service Performance at the Port Authority and Class IV Bagansiapiapi Port Authority has been carried out as it should. of the 14 (fourteen) indicators used according to Moeheriono (2012:163), namely, there are 13 (thirteen) indicators that are good (as it should be) but there is one indicator that is not good, namely the Environmental Comfort indicator, this is related to the availability of facilities the existing facilities in the working area of the Port Authority (KSOP) Class IV Bagansiapiapi office, namely Haling Island, Sinaboy and BuluHala.
